Best way to structure 2025 goals?

I'm working as a virtual assistant and one of my freelance clients asked me to help map out her 2025 business goals. It turns out it's way messier than expected. She's got goals with sub-goals, projects with layers of sub-projects, and none of the usual PM apps (Trello, Asana, even JIRA) seem to handle the nested structure well. Is anyone here using a more strategic or flexible system they'd recommend?
 
Check out Notion if you haven't already. It handles nested goals and projects way better than most traditional PM tools. BUUUT, might I just say that I found it hard to navigate it at first. You'll get there eventually LOL.

Stuff like Notion, Workflowy, or even Obsidian with plugins can handle deep nesting without losing clarity, they let you zoom in and out of complexity without forcing rigid project structures. For visual thinkers, Miro or Whimsical could help
